| Sumario: | The National Policy on Medicinal Plants and Phytotherapeutics (PNMPF), established in 2006, is a sustainable territorial development policy whose purpose is to improve the quality of life in the territories. Its guidelines envisage the construction of an institutional market in the area of medicinal plants, which has been financed since 2012, but has not yet materialized. Thus, the research aimed to identify obstacles in the institutional market of the National Policy on Medicinal Plants and Phytotherapeutics. The research has a qualitative approach and exploratory nature. The data were obtained from minutes of the National Phytotherapy Committee and the transparency portals of city halls where Traditional Phytotherapy Products (PTF) were sold. For data analysis, the content analysis technique was used. Three analytical categories were identified that reveal these obstacles: bureaucracy, price and financing, which each combine two types of difficulties.
