| Sumario: | The present work aimed to analyze the government dynamics during the Camilo Santana administration, of the Workers' Party (PT), in the field of public security in Ceará, in the period from 2015 to 2019. The main hypothesis of this work is that the Pact for a Peaceful Ceará was a space where the specialized discourse of Social Sciences and Human Rights was welcomed and social crime prevention strategies were defended, but it did not result in “new police practices” as it encountered obstacles within the administration itself. It was also important to follow the new paths built during the administration, based on the idea of crisis management and phenomena such as the expansion of Rounds Policing Command of Intensive and Ostensive Actions (CPRAIO) and the incorporation of technologies in the "day to day" of public security in Ceará. The methodology used was qualitative research, within a perspective of comprehensive sociology, based on government speeches recorded in journalistic articles, as well as observing events promoted around the agenda of Human Rights and Public Security. |
