| Sumario: | This article aims to analyze the political-legal measures adopted by the Brazilian State due to migratory flows from Venezuela to Brazil from 2014 to 2021, which are the largest in the history of Latin America. The research starts with a brief theoretical approach to international migration. Then deals with the national and international norms adopted by the Brazilian State in relation of migration, and finally, analyzes the political-legal measures concerning the Venezuelan migratory flow adopted by Brazil. This research is a qualitative analysis of documents in order to characterize concepts and legal arguments applicable to Venezuelan migrations unequivocally. To this end, the Integrated Border Protection Program, Operation “Acolhida”, and the Interiorization Program are examined based on documentation, including legislation, resolutions, and interministerial ordinances. The conclusion is: there was a mobilization on the part of the Brazilian State in trying to support and welcome the mentioned migratory flow, but it was relatively late in its responsiveness and limited in its scope. The legal situation of Venezuelan migrants within the proposed time frame constitutes a legal tangle (dis)ordered by a precarious migration policy and restricted to provisional protection. |
