| Sumario: | Federative or decentralized structures pose a challenge for the formulation and implementation of public policies, which consists in identifying which actors will be responsible for which roles in these processes. Considering the debate about the advantages and disadvantages of territorial decentralization, this article reflects on this decentralization in the fiscal dimension, especially that related to public procurement. The mobilized theoretical references are associated with federalism, fiscal federalism and public procurement. The relevance of understanding the effects of centralization/decentralization in public procurement is related to the centrality that procurement has for most public policies, as it gives concreteness, makes state action viable, and is related to the efficacy, efficiency and effectiveness of these policies. In terms of the federal organization of the State, it will be highlighted in which dimensions centralization or decentralization is presented as more adequate, seeking to point out experiences of federative coordination and cooperation processes that have emerged in Brazil in public procurement. |
