Sumario:The role of the State as an agent for promoting regional planning and development processes has been a topic of relevant discussion in several areas of knowledge. The Brazilian case, given its expressive regional heterogeneity, both in natural and socioeconomic aspects, appears as an important scenario for regional studies. In this context, this article aimed to analyze the process of regional planning and development under the command of the Brazilian State, with emphasis on the Northeast Region, from the creation and performance of the Superintendence for the Development of the Northeast – SUDENE. Thus, a descriptive bibliographic review was adopted as a method, based on the interlocution of classical references about the main theoretical postulates that underlie the theme in question. As a result, a theoretical construct is reached about the situation that involves the agents and the factors responsible for promoting the country’s regional planning and development process, with an emphasis on the Northeastern scenario.
