Sumario:The purpose of this paper is to analyze the responses of the Portuguese State to the demands of poverty, understanding this as a fundamental part of the expressions of the social issue, and focusing, more specifically, on the performance of the Welfare State. To achie- ve this goal, we opted for bibliographical research, as well as docu- mental analysis of specialized studies that address the social issue. In order to deepen this thematic axis, both the concepts and the various analyzes of the literature concerning the subject will be addressed, as well as their respective expressions, from its origins to contempora- neity, through the understanding of the division of society into classes. Then, we will approach the concept of poverty fundamentally as an expression of the social issue, exploring its relationship with the Wel- fare State in Portugal. Finally, a reflective analysis of the Portuguese State’s posture will be offered, as an initial contribution to the attempt to obtain answers and to elucidate the process of impoverishment in force in the country.
