description The article has as its object the democratic management in public schools, particularly the reflections around the management of the Florianópolis municipal system, in Santa Catarina. Through a documentary study, a synthesis of the movement of construction and implementation of direct elections for school principals in the municipality is presented, considering the social political context. It is reiterated that, even within its limits, the democratic struggle can constitute a threat, even momentary, to bourgeois hegemony, so it is always in the spotlight. The assumptions on which the reflections are based are seized in the context of a class society in which the figure of the State and democracy as a universal value must also be problematized. Thus, it is based on the understanding of State and democracy from the Marxist perspective, considering the fundamental contributions of Lênin (2007) and Gramsci (2014) for which the bourgeois State is founded on a particular class interest that necessarily needs to present itself as if it were universal. Likewise, bourgeois democracy encopasses the realm of the particular, not the universal, precisely because it is constrained by the conditions of a society founded on private ownership of the means of production. Grasping these limitations does not imply abandoning the struggle for democracy, but rather recognizing the need on the horizon for the radical transformation of reality.

A través de un estudio documental, se presenta un resumen del movimiento para construir e implementar elecciones directas para directores de escuelas en el municipio, considerando el contexto político-social. Se reitera que, incluso dentro de sus límites, la lucha democrática puede constituir una amenaza, aunque sea momentánea y puntual, a la hegemonía burguesa. Los supuestos en los que se basan las reflexiones se abordan dentro de una sociedad de clases en la que es necesario problematizar la figura del Estado y la democracia como valor universal. Así, el artículo se fundamenta en la comprensión del Estado y la democracia desde una perspectiva marxista, considerando fundamentales los aportes de Lenin (2007) y Gramsci (2014), para lo cual el Estado burgués se fundamenta en un interés de clase particular que necesita, necesariamente presentarse como algo universal. Asimismo, la democracia burguesa integra el terreno del individuo, limitado por tanto a las condiciones de una sociedad fundada en la propiedad privada de los medios de producción. Comprender estos límites no significa abandonar la lucha por la democracia, sino reconocer que es necesario tener en el horizonte una transformación radical de la realidad.  O artigo tem como objeto a gestão democrática nas escolas públicas, particularmente a gestão da Rede Municipal de Ensino de Florianópolis, em Santa Catarina. Mediante um estudo de tipo documental, apresenta-se uma síntese do movimento de construção e efetivação das eleições diretas para diretores escolares no município, considerando o contexto político-social. Reitera-se que, mesmo dentro dos seus limites, a luta democrática pode constituir uma ameaça, ainda que momentânea e pontual, à hegemonia burguesa. Os pressupostos sobre os quais estão assentadas as reflexões são apreendidos no bojo de uma sociedade de classes na qual a figura do Estado e a democracia como valor universal precisam ser problematizados. Assim, o artigo toma como base a compreensão de Estado e democracia na perspectiva marxista, considerando fundamentais as contribuições de Lênin (2007) e Gramsci (2014), para os quais o Estado burguês sustenta-se em um interesse particular de classe que precisa, necessariamente, apresentar-se como sendo universal.
