| Sumario: | This study is focused on the economic effects of two rules aimed at constraining the usage of computer programs for automatic bidding in online government purchases in Comprasnet. The “20s rule” mandated a minimum20 seconds between bids from the same supplier. The “3s rule” mandated a minimum interval of 3 seconds for another bid to cover the best bid. Results show the 3 seconds rule cause a price increase of approximately 15%, corresponding to an increase of BRL 7.5 million in Federal Government coffee purchases between January 2014 and December 2015. |
