In this sense, a rescue was made to classical economic thinkers from the perspective of political economy for the growth of agriculture, non-tariff barriers and their history, as well as their conceptualization, the measures of the sanitary and phytosanitary agreement (SPS) and the evolution of beef production and trade in Brazil. As a result, it was found that in the period analyzed, the overlapping of sanitary and phytosanitary barriers did not reduce Brazilian competitiveness in beef exports, as the country used alternatives to maintain its potential and its export competitive advantages. In this way, the organizational profile of the production system is listed, with the opening of new markets aiming to compensate for the restrictions imposed by countries in relation to the emergence of trade barriers.Este estudo teve como meta analisar os volumes das exportações de carne bovina brasileira sob a luz da economia política mundial. Neste sentido, elencou-se um resgate aos pensadores clássicos da economia sob a ótica da economia política para o crescimento da agricultura, as barreiras não tarifárias e o seu histórico, bem como sua conceituação, as medidas do acordo sanitário e fitossanitário (SPS) e a evolução da produção e do comércio de carne bovina no Brasil. Como resultado, constatou-se que no período analisado a sobreposição de barreiras sanitárias e fitossanitárias não reduziram a competitividade brasileira nas exportações de carne bovina, posto que o país decorreu de alternativas para a manutenção de seu potencial e suas vantagens competitivas exportadoras. Deste modo, é elencado o perfil organizacional do sistema produtivo, com abertura de novos mercados, visando à compensação das restrições impostas por países em relação ao surgimento de barreiras comerciais.
