Sumario:This work aims to identify the performance of rural social movements in the different stages of Pronaf, seeking to identify the performance of Fetag-RS and Fetraf-Sul in the program. This is an exploratory research, with a qualitative approach to data collected through books, scientific articles and legislation. Public policies are the result of constructions and social conflicts and, in this perspective, Pronaf was built from a long process of struggles, claims, events and several other situations that made the implementation of this program possible. Over the years, rural social movements adopted different positions that were reflected in the trajectory of this public policy. In the 1980s, even before the creation of Pronaf, a claiming position prevailed, which in the following decade became a propositional position. In the early 2000s, a collaborative posture was adopted, with the participation of this segment in the Ministry of Agrarian Development, a process called co-management of public policies. After 2010, this scenario was not maintained and what is observed is an accommodation of these movements. The analysis of the Fetag-RS and Fetraf-Sul agendas carried out by some authors indicates that these organizations have directed their efforts towards a profile of family farmers in transition or consolidated, seeking to expand the bases of family agriculture.
