Performed through the inductive methodology, with bibliographic and legislative revision, it creates the essential context for the aforementioned critical analysis.Este trabalho destina-se ao debate acadêmico e, ainda, prático e crítico da superação paradigmática na avaliação de políticas públicas realizada pelos Tribunais de Contas como representantes principais do controle externo. Assim, a consequência destas reflexões é o papel preservado e reafirmado das atividades de controle e monitoramento para garantir a democracia.
