| Resumo: | The research addresses the issue of quotas for blacks, as inclusion instrument of racial minorities in public administration, in procurement. The objective of the research is to analyze the criteria established by law for the entry of people in public services in Brazil. Investigates the birth of the public tender and analyzes the principles of equality and efficiency that solidify the execution of competitions. Presents concepts of racial discrimination, explains the quota system and an assessment of its use and suitability for public contracts. The approach used is literature with descriptive technique. The results are arranged in important factors that stood out in the survey as points of reflection and argument. The authors conclude that the use of racial quotas in public procurement does not meet the principles set out in law for the realization of exhibitions. |
