| Resumo: | The science diplomacy practices and strategies promoted by central governments have already been widely debated. However, there is a more recent phenomenon to be studied: the science diplomacy initiatives implemented by municipalities and states/provinces – a movement that is still unprecedented in Brazil. Considering the existing potential, it was intended to map such local science diplomacy initiatives and analyze the feasibility of implementing a similar model in the state of São Paulo. Therefore, the presentation of a comprehensive overview of science, technology and innovation in São Paulo was intended in order to identify its virtues and limitations. Through international case studies, benchmarks of organizations and mechanisms for promoting science diplomacy in the local-international interaction were examined. For both fronts of study, essentially primary sources were used, such as reports, websites of organizations and verbal information. Based on the data collected, the author's hypothesis is that the state of São Paulo gathers all the "prerequisites" to launch a successful science diplomacy initiative of its own, naturally taking into account the particular aspects of the state and its institutions. Finally, a proposal was presented based on international best practices that have the potential to be translated into the reality of the São Paulo locus. To this end, possible risks and difficulties that may arise in the way of establishing such an initiative are considered, which the author counters with a series of concrete proposals to mitigate them |
