Summary:Exceptionality and provisionality are fundamental principles for institutional care protection measures. However, it is not uncommon for children, adolescents, and young people to be permanently placed in institutional shelters or residential homes. Given this reality, the challenge faced in the compulsory shutdown of institutional accommodation for young people upon reaching a majority must be approached from the perspective of a perverse problem. Therefore, the question arises what the role of the Legislative Branch has been, at the three levels of government, in creating public policies aimed at this group. This research seeks to resolve this question through a detailed examination of the data obtained by the 2021 Census and through the analysis of municipal, state, and federal legislation that sought, in the last twenty years, to establish specific public policies for young people leaving the Reception Service. Institutional within the scope of the Unified Social Assistance System (SUAS).
