Sumario:A study on the libraries of the Elementary and High School Public Teaching in the Grande Vitoria region. The problem is discussed from the point of view that a school library is indispensable in a learning-teaching process. It analyses the education reality in Brazil and Espirito Santo state to situate the school library in this context. From the data collected it was possible to have a school profile regarding localization in the region, courses offered, number of pupils, number of teachers, number of class-rooms. To evaluate the libraries conditions it was verified: school's bibliographical resources; the existence of a suitable library area; size and qualification of the staff; services rendered to the users. The sample was constituted of 46 schools and some results can be generalized to almost the entire sample. More than 50% of the schools do not have a library. The library resources found in these schools are very poor in quantity, if compared with the total of students of the schools. Persons in charge of the libraries are not qualified and need suitable training. It was found that services rendered to the users are limited to the usual practice. It discusses some of the possible causes of this shortage and presents some suggestions for dinamization of the library resources of the schools which compound the sample.
