Summary:This article aims to bring contributions to the debate on the new model assessment of oil revenues established by the regulatory framework of the pre-salt. The current model generates a pattern of regional concentration of royalties which becomes untenable with the prospect of massive revenue as well as the non compliance to any goal of intergenerational justice. The methodology permeates a discussion on the economic and fiscal balance within the Brazilian federal structure and the analysis of some international experiences on the management and division of revenue from this natural resource. The results indicate there is no single pattern of distribution of royalties and the relative weight of oil in their GDPs, the ownership of stocks and the degree of (de) centralization tax is information that should be reviewed on this snag.
