Sumario:The theme of the article is public policy, here called State in action. The objective is to present the elements of the State in action (bureaucracy and public policy). The demands of the classes are in constant dispute and public intervention is the action, which comprises the sum resulting from the game of forces in the decision-making process regarding the intervention. It can be said that the contradictions of state dynamics are mediated by public policies. The study was based on the dialectical approach, taking it as a historical process permeated by contradictions that interfere in the ways in which relationships are established in the social context and shape the actions of the State and the bureaucracy. It is considered that the action of the State (relative autonomy) to formulate and implement public policies, with the support of the professionalized bureaucracy, relies on financial resources of social interest, with the capacity for direction, with the creation of consensus/legitimacy and domination/coercion.
