Sumario:The article clarifies the military's role in the Anti-Terrorism Law's legislative process. First, we briefly discuss the literature on Terrorism Studies. Second, we summarize the origins, specificities, and gaps of the first Brazilian legislation to extensively address terrorism. Finally, we provide an unprecedented perspective on the role of the Ministry of Defense and Armed Forces in this legislative process by analyzing their legislative priorities and interactions with other actors.
