Sumario:This study covers the state intervention through promotional standards, capable of providing an encouraging environment for micro and small business owners from joining and remaining in the economic market. Create opportunities for regularization of assets is the way to rescue the informal dead capital. In this context it highlights the measures of Complementary Law 123/2006, which resulted in a federal system for inclusion and promotion of micro and small entrepreneurs. Uniting the competence of state intervention, through promotional standards and the property rights potential can contribute to the effectiveness of the law.
