Sumario:The article discuss the matter surrounding precarious settlements, particularly the slums, from the point of view of the city planning projects implemented as part of the public policies in the brazilian context post 1988 decade. Extends that urbanization project of slums is part of a broad process to the qualification of precarious settlements and its integration to formal city. It has the general objective of contributing to the increases of knowledge about the importance of for the integration of precarious settlements, particularly the slums, to formal city. Search-specific purposes are to discuss the project as the main tool to be used in the construction of the city within the precariously settlements and identify the guiding principles used for the formatting of programs and slum upgrading projects that can be recommended in other experiences.The programs ‘’Favela do Bairro’’ in Rio de Janeiro (1994 - 2000) and ‘’Bairro Legal’’ in São Paulo (2001 - 2004) are the main references to this research.
