| Sumario: | This article assumes that a new concept of sovereignty is necessary, leaving aside the idea of absolute power of the nations of the world, distancing itself from the increasing demands proposed by the globalized society. Analyzing the concept of sovereignty, from of the Second World War, te problems of this traditional view are highlighted in the Ibero-American nations. From this perspective, taking as a basis the neoliberal economic system, initially foreign to Ibero American history, building work was done with this new concept for an economic analysis of law, the factors parallel efficiency and reproduction of the social costs versus populism.
