| Resumo: | This article examines the use of the urban tool selling of building rights in the city of Porto Alegre (RS). It assumes that this kind of discussion is not purely technical but is also dependent on the social forces involved and represented in municipal administration. Methodologically, the acquisitions of building rights, data about municipal revenue and use of resources over time are presented and mapped, in addition to changes in legislation. With these data, it is shown that the selling of building rights has ceased to be a pure instrument for land value capture and has also become an instrument to support real estate investments. |
