This dissertation reveals an intense intellectual exchange embodied by many latin-americans thinkers who designed a handful of measures and proposals that could promote the improvement of their countries populations. This paper intends to compare these eugenic movements Argentine and Brazilian , which were quite similar during the beginning of the twentieth century, but drifted apart under the dictatorialship regimes over the 1930s.Esta dissertação trata da formação dos movimentos eugênicos brasileiro e argentino dentro de um projeto de cooperação científica entre os estudiosos da América Latina. Evidencia, portanto, os laços de amizade estabelecidos entre o médico brasileiro Renato Kehl e seu colega argentino Victor Delfino. Revela o intenso intercâmbio intelectual realizado por esses pensadores latino-americanos que pensaram em conjunto políticas públicas que promovessem o aprimoramento das respectivas populações nacionais.
