Two cycles of construction of the perspective of educating cities in Brazil are characterized, the first being around the democratic reconstruction and the 1988 Constitution, with emphasis on the struggles for school, housing, nursery, health and intense participation of municipal administrations. The second, related to the recent period, prior to the political break in 2016, dialogues with the schedule of integral education, proposed within the scope of the federal government and articulator of movements, social actors and local politics. Classical and contemporary authors enter into this dialogue, questioning around the theme, in the life of Brazilian cities, and provoking for the reconstruction of utopias of a just society that can only be materialized in cities that are willing to educate in the diversity of their territories.
