| Sumario: | This article aims to analyze the content of the first goal of the current National Education Plan (NEP), especially with regard to the fulfilment of the right of access to quality early childhood education. It begins by differentiating the objective goals for expanding access and the right to early childhood education as a required constitutional prerogative in order to demonstrate the place of NEP in Brazilian legal system. Then, the contents of Goal 1 are contextualized in their political and legal aspects, also discussing the strategies that comprise it. We emphasize the need to establish indicators as well as transparent and socially valid parameters for measuring the goal. Finally, challenges for its implementation are presented, concluding with the expectation that the minimum goal of 50% of access to children up to three years old inscribed in the text of the law should be replaced by the reality of popular pressure with the right of constitutional stature. |
