Sumario:This article analyzes participation in public management with a specific look at the participatory process approach in the development and execution of the multi-year plan (plano plurianual [PPA]) of Macapá, Amapá, Brazil, for the quadrennium 2014-2017. Three concerns linked to the proposed management within the period of our research outline (2013-2016) have emerged as the study’s guiding elements: a) How were the participatory management process’s purposes connected to public administration planning in Macapá after the creation of the State of Amapá? b) How did the participatory management process connect the ideology, philosophy, and platform of the government team that took over the public administration in Macapá from 2013 to 2016? and c) How did the municipal public management members incorporate participatory design into the structure of the Macapá City Hall and into the development and execution dynamics of the multi-year plan for the quadrennium 2014-2017? From this perspective, obtaining official documents from the Macapá City Hall and City Council and conducting interviews with municipal public management members were the main data collection means. This data set has undergone documentary analysis and content analysis, aiming to gather the elements linked to participatory management processes and the elements that distinguished the participatory design used by the municipal public management that was in office within the period of our research outline.
