Sumario:This article presents the most important theoretical landmarks that have intended to explain the dynamics fo bureaucracy, characterizing its role in different domination processes that took place during the birth and development of the modern State. Theauthors discuss the contradictory role played by bureaucracy when it adopts a rational logic, and analyze the evolution of bureaucracy in Brazil since the 30's. They bring out a few questions about the State's role and the growth of its bureaucratic staft". relating these issues to the current debate about State reform.
