Sumario:The research presented seeks to understand the importance of Flexa Ribeiro, secretary of education of the government of Carlos Lacerda, between 1960 and 1965, during the elaboration of the education project of Guanabara, after the installation of the federal capital in Brasilia. Historical research seeks to reconstruct the biographical trajectory of the secretary, concentrating on primary sources. The first one followed the news of the Rio newspaper “Tribuna da Imprensa”, throughout 1962, focusing on the character and his actions, especially regarding official acts. The latter pursued letters and memoranda exchanged between Flexa and other state government officials, especially the governor and the secretary of state, as well as some parliamentarians and diplomats. It was a period of many accomplishments that still remain in the memory of the people of Rio de Janeiro. The research concludes that although many of the initiatives in the field of education are reputed to be governor's conception, they were actually conceived by his secretary of education.
