Sumario:This paper proposes a water resources management system based on a new view of the environmental question, inserted in a public management and regional development context. The system is based on Law n. 9.433/97 and follows the recommendations of the Agenda 21. Considering the hydrographic basin as a strategic planning unit and decentralized management with the participation of society, the system allows, through an extensive process of institutional articulation and negotiation, a compromise between the multiple interests of a region¿s different social segments. It also minimizes the effects of conflicts between different governmental areas. The proposed methodology has been successfully tested for four years in the Itabapoana river basin, formed by 18 towns in the Southeastern Brazilian states of Espírito Santo, Minas Gerais and Rio de Janeiro.
