Sumario:This study aims to analyze the occurrence and effects of political budget cycles in the fiscal situation of the municipalities of Ceará between 2002 and 2015, in the context of the Brazilian Law of Fiscal Responsibility, according to the hypothesis that, in electoral years, there is manipulation of the fiscal situation in data of tax revenues, staff expenses and investments. The estimates will be made using the generalized method of moments system - GMM-S according to Arellano and Bover (1995) and Blundell and Bond (1998). It will also be estimated from the proposed approach of Chudik and Pesaran (2015) of Common Correlated Effects Mean Group (CCEMG) for panel data models with cross-sectional dependence. The results of the study show to evidence of opportunism in budget execution for staff and investment expenditure indicators.
