Sumario:The present work addresses the concept of water risk and social vulnerability, within the framework of the Social Theory of Risk. The risk is manifested as the result of a historical process and involves the categories of danger, vulnerability, exposure and uncertainty, which must be considered when making decisions. In the study, vulnerability is considered, understood as the inability of a community to absorb the effects of a change in its environment. The research strategy used is quantitative and, in its approach, a treatment, systematization and analysis of data from secondary sources was carried out. An index of social vulnerability (IVS) was generated through the processing, analysis and spatialization of data in a Geographic Information System (GIS). The objective is to identify sectors in the city of Bahía Blanca with different degrees of vulnerability to water excess events. The construction of the IVS made it possible to spatialize areas of the city of Bahía Blanca that, due to their socio-demographic conditions and relative to the characteristics of the habitat, present difficulties in recovering from the occurrence of flood and flooding phenomena.
