Resumo:This paper links social development with the concept of capabilities according to AmartyaSen. The capabilities constitute the condition of possibility of social development. Thisimplies that where there is no social development, there has been no development ofcapabilities. We work exclusively in the small neighborhood of Santa Marta, Lomas deZamora, south of Buenos Aires, 20 km from the CABA, the capital of Argentina. Theneighborhood is on the edge of the poverty line. We focus on the population aged 15-19Capacidades y desarrollo social. Recorte de un universo argentino.Sandra Maceri3years old. The methodology used was the random inquiry (Questionnaire) to detect theinsight of the own capabilities. Made the question if they feel (or not) themselves capable-without giving them any extra clarification- of 100 respondents, 70 responded with aresounding YES; 30 with an absolute NO. Without nuances.The information obtained in the item about the the insight of their own capabilitieshas been extrapolated to the entire population of 15-19 years old, as a statisticalinference, because the area of the district is very small. We wonder if the way to perceivethemselves like capable or not influences in favor of or against the achievement ofcapabilities development, which is the condition of possibility of social development
