Resumo:This article describes the origins of the structural reforms in Mexico, touching upon the economy, neoliberalism, international trade agreements and their effects on national security, foreign policy, defense policy, public safety, education, labor law, criminal law, telecommunications, energy, electoral law, etc. The author argues that decisions impacting these topics are subject to international organizations and hence made abroad. The subject of this study is the latest constitutional reform on electoral and political matters. The following aspects are presented: the overall characteristics of the reform, the role of INE, reelection, parliamentary minorities, electronic media, energy reform and neoliberalism as an economic model. The characteristics of secondary electoral reforms are also explored. In particular, the new law regulating Political Parties is discussed. Lastly, aspects of participatory democracy are discussed including the participation of the electoral regulating body in surveys, citizen-driven initiatives and independent candidacies for public office.
