| Sumario: | The main objective of this thesis is to offer local public administrations new management tools to help them in making their outsourcing decisions. The main body of the work consists three articles. The first article has dealt with the historical evolution and current situation of outsourcing and proposes the steps the local administration should take to make decisions 2/2 about outsourcing services. The second article suggests a control tool based on fuzzy subsets theory, "the maximum and minimum level index", which allows determining the degree of achievement of the outsourcing objectives set and its accountability to third parties. The third article proposes a method based on the fuzzy logic tool expertón, which aims to offer a clear criterion to decide whether or not to outsource a public service based on the opinion of experts |
