| Sumario: | This article examines the traditional approaches to implementing public policies _Top down and Bottom up_ and contrasts them using the three analytical subcategories proposed by López (2020): institutional and organizational design, success factor identification, and approaches analyzes based on the characteristics of public policies. Based on the aforementioned, the debates inside and between the two approaches are gathered and contrasted along with each potentials, constraints, and silences. |
