Sumario:This article analyzes the influences of the World Bank and the World Health Organization as collective intellectuals and instruments of imperialist capital in dependent economy countries. This processtriggers the counter-reform of the Brazilian health policy, which imposes significant changes to the Unified Health System, through the opening of the market and the privatization of public services through publicity. In this way, one criticizes the reports produced by these intellectuals during the period of the Orthodox neoliberal government of Michel Temer. From a critical-dialectical referential, bibliographical review and documentary research are used. Thus, it points out how these intellectuals integrate an orchestrated project of domination in guaranteeing the interests of capital worldwide, with emphasis on the Brazilian health policy. The publicity process aims to deepen support for a health system using the profit and the market logic, thus strengthening the hegemony of financial capital with these guidelines.
